Thwarted by Congress, Trump declares emergency to get money for border wall

US President Donald Trump on Friday declared a “National Emergency” that will allow him to access money to build a southern border wall by getting around US Congress’ constitutionally guaranteed spending powers. Trump chose to circumvent Congress after lawmakers gave him only $ 1.375 billion to build a wall.
